How does the Portuguese National Innovation Agency promote Public Procurement of Innovation?

The Challenge Addressed

The Portuguese National Innovation Agency has among its objectives to design and structure innovation policies through the implementation of R&D&I strategies and programs. Within the scope of its competencies, it seeks solutions, through Public Procurement of Innovation (PPI), to promote the development of innovative solutions in the field of mobility and urban accessibility in Lisbon.

A challenge that needs to mobilize the participation of individuals or legal entities to present innovative solutions or solutions that involve an adaptation of those already existing in the market and that seek to respond to the challenge.

Specifically, this challenge is divided into two, given the need to have :

  • Disposable/inflatable access ramps for buildings.
  • Lane-strike avoidance device for pedestrians and cyclists.

 

Novadays' Contribution

Novadays' contribution is to provide its multidisciplinary knowledge through a technical office, through which it assists in the design of the different stages of the PPI process:

  • Early demand map: identify needs related to challenges and what innovations are needed to solve problems or improve public services.
  • Design of preliminary market consultations: conduct market consultations to explore available or emerging solutions.
  • Preparation of bidding documents: design the bidding documents detailing the technical requirements, evaluation criteria and budget for the requested innovation.
  • Design of the bidding process: define the rules and structure of the bidding process, including modalities, deadlines and evaluations to select the best solution.
  • Awarding and contracting: selecting the appropriate supplier after evaluating the proposals and formalizing the contract for the provision of the innovative solution.
  • CPI project execution: implement and manage the innovation project as agreed in the contract, using technical, cost and results monitoring.
  • Successful solution implementation: delivering and integrating the innovative solution, ensuring that it meets the project's objectives and expectations.

 

Impact and Results Obtained

Results related to preliminary market consultations:

  • To obtain strategies for the development of products, services and solutions from economic operators that can respond to the needs arising in the field of urban mobility and accessibility in Lisbon, and that, if proposals for solutions are submitted within the scope of this initiative and that respond to the challenges identified in this consultation, will subsequently allow for the development of an open public procurement procedure.
  • Obtain the necessary information to define the technical and functional characteristics of the solutions found to respond to the challenge launched to the market, contributing to the preparation of specifications to be included in a future public procurement procedure.
  • Promote the participation of economic operators active in the market and collect the information necessary to prepare the procurement procedure(s) under the project and inform economic operators about procurement plans and requirements.

Regarding impacts:

  • Facilitate access to buildings for people in wheelchairs.
  • Avoid accidents and improve transit for bicycles, wheelchairs and pedestrians in streetcar zones.
