Support platforms for the long-term unemployed: a study of the issue.

The Challenge Addressed

The French company, leader in the development and implementation of support platforms for the long-term unemployed, had the challenge of knowing the status of these platforms in Spain and, with that information, making decisions about the interest of developing its business in the country and how it could do so.

The Public Administrations with competencies in this area share an interest in learning about best practices and, specifically, what other Administrations with similar competencies are doing in terms of technology, both in Spain and in other countries.

There are 3 million unemployed people in Spain, half of whom, 1.5 million, are long-term unemployed.

Novadays' Contribution

Novadays was hired to conduct a detailed study on the state of support platforms for the long-term unemployed in Spain. To do so, it designed a comparative study and a benchmarking methodology that invited the Administrations with competences in the field to participate in the study and to share among all of them the best practices they were doing.

Novadays consultants designed the methodology for the research, carried out the necessary field work and interviewed all those responsible for this type of platforms, at national, regional and local level; concluding their work with the preparation of a report that was shared with all of them.

In addition, they conducted an assessment of the situation of employment policies in Spain (State, CCAAs and local local governments), long-term long-term unemployed, public stakeholders actors and analysis of competition analysis of platforms, identifying the existing competition and allowing to measure the existing market for this the existing market for this type of platforms.

Impact and Results Obtained

The result of the comparative study was:

  • The creation of an ad hoc methodology applied to underdevelopedcollaborative employment platform markets (immature markets).
  • The elaboration of a comprehensive analysis of employment policies.
  • Conducting 24 interviews with employment policy managers in Spain.
  • The drafting of a comparative report on the state of support platforms for long-term employees in Spain.
