How a regional government promotes Public Procurement of Innovation: the case of the Junta de Castilla y León.

The Challenge Addressed

The Instituto de Competitividad Empresarial de la Junta de Castilla y León (ICECyL), through the ESCALA CPI program, will carry out a series of investments and projects that will allow the Administration to improve its public services, infrastructures and resources, and the companies in the region to get involved in the various opportunities for entrepreneurship and innovation, where the following challenges will be addressed:

  • SENDA CPI: development of a Cloud-based Expert System for Diagnosis and Accompaniment to provide comprehensive support to entrepreneurship and innovation in the region.
  • "Network of Cybersecurity Nodes (Argos Network)": which includes, among other lines of work, the creation of a center of excellence in cybersecurity applied to connected mobility.
  • Other challenges derived from the flagship initiatives of the regional Smart Specialization Strategy (RIS3): such as circular economy, habitat and territory, cybersecurity or aerospace.

Novadays' Contribution

Novadays is responsible for the technical office of ICECyL, in charge of the redesign and implementation of the ESCALA CPI Program, in order to promote public-private collaboration mechanisms to address public challenges.

Novadays' contribution can be summarized as follows:

  • Design of new governance and agent management models.
  • Design of new contractual models.
  • Introduction of public-private collaboration mechanisms to increase the impact of actions.
  • Generation of Capabilities and knowledge to promote the participation of the region's companies in PPI processes.
  • Training for public employees of the Junta de Castilla y León, in order to maximize the results of their public procurement of innovation.
  • Inclusion of the fifth environmental helix in the map of agents of the Initiative.
  • First use at ICECYL level of negotiated procedure, CPP, etc.

Impact and Results Obtained

The main results and impacts are:

  • Improved positioning of the Junta de Castilla y León (JCYL) in strategic sectors (digital, cybersecurity, mobility, circular economy, etc.).
  • Increase in the number of PPI projects promoted by the entities of the JCYL.
  • Conversion of Castilla y León into a reference region in terms of PPI.
  • Generalized training for companies in the region to improve their positioning in the IPC.
  • Generalized training in CPI for JCYL personnel.

Valladolid will have a pioneering urban circuit in Europe for research on cybersecurity in connected vehicles

About 60 companies took part in the workshop on PPI given by Novadays

The Regional Government of Castilla y León promotes a center of excellence in cybersecurity applied to connected mobility.

Novadays will work in the promotion and management of the Public Procurement of Innovation of the Junta de Castilla y León until 2027 being its technical office.
