How can an island council promote strategic projects: the case of La Gomera?

The Challenge Addressed

The Cabildo de La Gomera is the governing body of the island, responsible for the economic and social development of the island, with a focus on innovation and sustainability.

The challenge facing the Cabildo is the creation of an entity whose objective is to promote research and economic development on the island, especially in areas related to science, technology and innovation (STI), a project framed in the Gomera 36 Strategy, which aims to develop some 200 technological projects over the next 11 years.

The Council aims for the entity to have a high degree of flexibility in its structure, management and operation, in accordance with the following essential notes:

  • Majority participation and control of the Cabildo over the entity, without limiting the possibility of incorporating other public or private agents.
  • Execution of R&D&I projects in all types of fields and sectors.
  • Autonomy in the operation, despite its organic dependence (especially at the beginning) on the Cabildo.
  • Possibility of raising external funds, especially through calls for proposals to finance projects.
  • Flexibility in public procurement.
  • Flexible personnel regime and linked to the Cabildo.
  • Freedom of organization and structuring of the entity's management bodies.
