Novadays will assess the impact of PERTE VEC, a key instrument of industrial policy for electric and connected vehicles

The new industrial policy is one of the main strategic commitments of the European Union and its member states to move toward a more productive, competitive, and sustainable economic model, placing strategic autonomy and the resilience of the productive sector at the center of the public agenda.

In this new context of technological transformation, ecological transition, and the reconfiguration of value chains, governments are implementing ambitious initiatives that mobilize public and private resources on a large scale and require, now more than ever, rigorous, transparent management focused on maximizing results, effects, and impacts.

In this context, initiatives such as the PERTE for Electric and Connected Vehicles (PERTE VEC) play a key role not only in transforming the productive fabric but also in strengthening our democracies. Evaluating these types of programs is essential to ensuring accountability, providing clear and understandable information to the public, and consolidating best practices in transparency and good governance, thereby ensuring that public investments generate maximum economic, industrial, social, and environmental value.

Novadays has a strong track record in the design and implementation of public policies and in the management of European funds in this field. It is now taking another step forward, having been awarded the contract to evaluate the results, effects, and impacts of the Ministry of Industry and Tourism’s PERTE VEC, the key industrial policy instrument for the transformation of the automotive sector and sustainable mobility in Spain.

Over the next five years, Novadays will be responsible for evaluating this public aid program, worth 3 billion euros, designed to boost the industrial supply chain for electric and connected vehicles. This aid will serve as a catalyst to mobilize more than 10 billion euros in investment, focused primarily on the industrial production of batteries and the modernization of the sector’s entire value chain.

Specifically, the PERTE VEC allocates its funding across two main categories:

  • Section A: Focused on batteries. It encourages industrial investment in the manufacture of electric vehicle batteries, their essential components, and the recovery of critical raw materials.
  • Section B: Focused on the value chain. It supports investment plans (R&D&I projects, sustainability initiatives, etc.) for electric vehicle systems, subsystems, and components, as well as certain ancillary infrastructure for their deployment.
