Four biodiversity applications, one for security and one for hospital logistics, the results of competitive dialogue in Fuerteventura

Canarias GeoInnovation Program 2030 is a large-scale and unprecedented socio-economic initiative that promotes innovation, high technology and the formation of an industrial fabric in the Canary Islands, especially on the island of Fuerteventura.

One of its first actions is the creation in the Fuerteventura Technology Park (PTFSA) of the "Canarias Stratoport for HAPS and UAS", which is a stratoport that will allow the operation of High Altitude Pseudo-Satellites (HAPS) and other unmanned aircraft. The program also includes the construction of a building called ISSEC, the Innovation and Development Center for emergency, biodiversity and security missions, which will be dedicated to the processing and distribution of data collected by HAPS and UAS missions.

The Canarias Stratoport for HAPS and UAS will be the first operational infrastructure of its kind in Europe, as it will be operational, in its first phase of implementation, in this year 2023. The ISSEC building will be completed in early 2024.

Both projects have mobilized around 11M€ for the Estratoport and 9M€ in the creation of the ISSEC building, and aim to be the basis for different solutions with unmanned aerial vehicles - UAS and HAPS -, also providing it with state-of-the-art communication infrastructures.

In addition, PTFSA launched an Innovative Public Procurement procedure in 2022, specifically Pre-commercial Public Procurement. Following the market consultation process, PTFSA issued a call for tenders for the development of various innovative solutions in the areas of biodiversity, security and logistics, with the aim of improving the quality of life of citizens and preserving the environment.

The care and proper management of biodiversity are essential for the protection of ecosystems. The Cabildo de Fuerteventura will use UAS and HAPS in this program to monitor environmental complexes (landfills), the management of natural areas, the coastal and marine environment and forest masses to prevent fires.

Similarly, it will launch a hospital logistics initiative in which, through these unmanned aerial systems, clinical analysis samples will be collected in health centers throughout the island of Fuerteventura and transferred to the Insular Hospital in the capital of Puerto del Rosario, located in the center. In this way, it avoids the displacement of people who, in most cases, are elderly, improving their quality of life. The project also envisages the inter-island transport of samples, analyses and blood products from the Insular Hospital to a hospital in Las Palmas de Gran Canaria.

After closing the competitive dialogue with the publication of the final specifications containing the specific needs to be provided by the bidding companies, it is expected to mobilize €24.5 million in public procurement of innovation for the development of these applications.
