The transformation from linear to circular economic model in Spain is reflected in the Spanish Circular Economy Strategy 2030. This, in whose development Novadays participated, sets the time frame in 2030 with well-defined objectives that are aligned to those established by the European Commission.
These include a 30% reduction in the consumption of materials, a 15% reduction in the generation of waste, a 10% improvement in the efficiency of water use and a reduction in food waste in homes and restaurants (50%) and in production and transformation (20%). These framework objectives are developed along 8 lines of action in which the whole of society is involved.
Novadays prepared I Action Plan of the General State Administration, with 116 measures involving up to eleven ministries in a coordinated manner. This action plan was carried out from 2021-2023. From 2024 to 2026 the second one is being developed.
In addition to these instruments for monitoring the promotion and deployment of the circular economy, RD 214/2025 has recently entered into force, requiring the annual calculation of the carbon footprint and an emissions reduction plan for large companies and the administration.
The circular economy and carbon footprint are closely related. Reducing the latter helps the former to succeed. For this reason, the Circular Procurement Suite developed by Novadays, for procurement and public procurement processes includes a carbon footprint calculator, so that you can easily incorporate the circular perspective and comply with regulations.

Circular Procurement Suite and this article have been elaborated in the framework of the project "Digital transformation of public procurement processes to boost Circular Public Procurement" (EXP/EC/2023/00313), which is a beneficiary of the call for grants to boost the Circular Economy in business for the year 2022 in the framework of the Recovery, Transformation and Resilience Plan (PRTR) funded by the European Union - NextGenerationEU.
