Today, large urban areas, mass events, and high-traffic public spaces are settings that require security solutions commensurate with their complexity.
In this context, the consortium behind the European SHIELD PCP project—funded by Horizon Europe and involving the National Police as Technical Coordinator, and Novadays as a partner and technical advisor—has officially opened the call for proposals, inviting technology companies, SMEs, research centers, and consortia to submit innovative proposals aimed at improving the protection of public spaces and crowd management. The call for proposals is worth over 3.6 million euros and will remain open until August 28, 2026.
Novadays brings to this project all of its expertise in innovative public procurement processes and helps ensure that the solutions developed meet the actual needs of end users and promote interoperability, scalability, and the future adoption of the resulting technologies.
SHIELD PCP aims to develop new Capabilities European law enforcement agencies (LEAs) through a pre-commercial procurement (PCP) process, fostering the creation of innovative solutions that strengthen interagency coordination, improve secure communications, and enhance situational awareness in complex and dynamic environments.
The selected technologies will be developed and validated in real-world operational environments in Spain, France, and Slovakia, with the aim of providing law enforcement agencies with more effective tools to address emerging threats and ensure the protection of public spaces.
