INCIBE launches the IV call for Public Procurement of Innovation in cybersecurity with an investment of 48 million euros

The National Institute of Cybersecurity of Spain (INCIBE)an entity under the Ministry for Digital Transformation and the Civil Service, through the Secretary of State for Digitalization and Artificial Intelligence, has published the terms and conditions for the 4th call of its Strategic Initiative for Innovative Public Procurement (IECPI)within the framework of the Recovery, Transformation and Resilience Plan, with funding from the Next Generation.

This industrial development model has established itself as a very useful instrument for promoting innovation and competitiveness from the public administration, generating solutions to previously detected problems and needs that do not currently exist in the market. Thus, it uses public demand for products, services and supplies as an instrument through which to channel public policies and provide them to purchasing entities. 

This new IPC is endowed with a total budget of 48 million euros, derived from the budget not awarded in the three previous calls. With this endowment, INCIBE aims to launch innovative cybersecurity R&D projects on emerging and disruptive technologies of artificial intelligence and/or computing cloud, edge o distribuidaywith a financial contribution of between 3 and up to 12 million euros per project.

Today, the attack surface and risk exposure in cyberspace has become a major concern for the public sector. This coupled with the exponential growth of computing power, the development of artificial intelligence, and the push for big data, among others, require a transformation of the national cybersecurity industry to meet new challenges.

For all these reasons, INCIBE, as manager of the initiative of initiative to boost the cybersecurity industry through Public Procurement of Innovation, INCIBE Public Procurement of Innovation, proposes in this latest call to promote the creation of solutions of high strategic impact to address the most advanced threats in exposed systems, in data spaces, in distributed environments, in communications and in the information systems of companies and entities of the national public sector with the overall objective of protecting the information that resides and is transmitted by them.

Previous calls

To date, INCIBE has awarded 150.5 million euros to a total of 82 companies, within the Strategic Initiative for Public Procurement of Innovation (IECPI), for the development of 142 different projects, as shown in the following map. map of Public Procurement of Innovation recently published. This strategic initiative, the largest worldwide, aims to develop high-value innovation solutions and services in the field of cybersecurity, strengthening Capabilities and boosting talent.

The current status of each of the calls for proposals is detailed below:

1st call: 

  • 8 contractors and 13 projects with a total accumulated amount of 26,451,789.36 euros.
  • Project execution: from July 2023 to June 2026.

2nd call for applications: 

  • 53 contractors and 86 projects with a total accumulated amount of 74,462,187.97 euros.
  • Project execution: from June 2023 to June 2026.

3rd call: 

  • 38 contractors and 46 projects with a total accumulated amount of 49,609,753.52 Euros.
  • Project execution: from September 2023 to June 2026.
