The Community of Madrid is the leading Spanish region in the distribution of European funds from the Recovery and Resilience Mechanism (RRM) by COVID, with almost 2,200 million euros, 72% of the total, which have already been transferred to their final recipients: companies, self-employed and associations, having reached 190,270 unique recipients. This was highlighted today by the Councilor for Economy, Finance and Employment, Rocío Albert, at the presentation of the report on its execution.
Madrid is also the first Autonomous Region in terms of the volume of capital committed, which has a recipient already fixed, but not yet received, with more than 2,900 million, 95% of the amount transferred. Albert has stressed "the diligence to make them reach the real economy as soon as possible, reinforcing the human and material resources necessary to manage and supervise them with rigor and transparency".
Thus, according to the state platform ELISA, the Community of Madrid has achieved a resolution rate of 68.3%, more than six points higher than the figure for the General State Administration (62.1%) or almost seven points higher than that of the autonomous communities (61.4%).
Most of the money mobilized has been distributed through the different lines of aid and subsidies of the regional government, which account for more than half (57%) of the total amount committed, and are aimed at individuals, SMEs and local entities, among others.
Large infrastructures
One third (33%) has been distributed through contracts of the different departments, which carry out the investments. These include major infrastructures such as the Valdebebas transport interchange, the extension of Metro Line 3, the purchase of high-tech equipment for public hospitals, and actions for the digital transformation of the Administration.
The rest of the funds have been used in collaboration agreements or assignments with companies, to cover personnel expenses and training activities. The distribution of MRR funds has been subject to audits by the Court of Auditors and the regional Audit Chamber, which have been favorable in all cases.
