How does the Bilbao City Council manage all of its Recovery, Transformation and Resilience Plan projects?

The Challenge Addressed

The City of Bilbao and its municipal entities have submitted several projects to the different calls for proposals within the scope of the NGEU funds, obtaining subsidies for a number of projects that are currently being implemented.

Currently, it is a challenge to ensure compliance with the milestones and objectives in this framework, so it is considered necessary to adequately manage the projects launched in order to guarantee their success.

The possibilities offered by the NGEU funds to undertake new projects of interest to the municipality, together with the difficulty and technical and management complexity associated with them and the requirements of Community financing, require technical assistance services that allow the municipality of Bilbao to address with the greatest possible guarantees an adequate management and monitoring of the co-financed actions, as well as the presentation of projects to future calls for aid.

Novadays' Contribution

Novadays contributes as Technical Support Office to the European Project Office for the management of the project portfolio of the City Council of Bilbao and 7 municipal companies. Specifically:

  • Management support for projects with a positive resolution in the processes called for, in order to comply with the control and justification requirements established in the different calls for proposals.
  • Identification of any new calls for proposals that may be launched during the term of the contract, as well as the presentation of applications to those calls for proposals in which the company wishes to participate.
  • Follow-up and verification of the correct execution of the projects.
  • Financial monitoring of project execution through the CMI.
  • Project risk management and monitoring.
  • Documentary management.
  • Follow-up of communication obligations.
  • Legal follow-up of projects and resolution of legal consultations.
  • Provision of a project monitoring methodology using the BSC and a database created ad hoc to cover all key aspects of European project management.

  • Impact on the population of Bilbao (345,749 inhabitants).
  • 50 million managed.
  • Environmental impact (green and digital labeling).
  • 29 subprojects implemented.
  • Balanced Scorecard reflecting the execution levels of subprojects, expenditures and committed milestones.
  • Creation of a database with subproject information and beneficiary data.
