How the Regional Government of Castilla y León is tackling the challenge of attracting and retaining young people: Castilla y León's Comprehensive Talent Plan 2031

The Challenge Addressed

Talent drain or, as the European Union has termed it, the talent development trap, is a public problem affecting numerous European regions and other economic areas. Thirty percent of Europe's population is located in one of the 82 regions that the EU has identified as being, or potentially in the short term, within this trap.

The regional government of Castilla y León, one of the Spanish regions with the largest territory, is clear that it is necessary to implement policies, investments and actions aimed at combating this talent trap, providing the territory with the necessary Capabilities to retain its young people and attract others to live and work in Castilla y León.

The challenge was therefore how to design these policies, what actions to design and what investments to mobilize. All this together with the implementation of a public marketing plan that would make the entire Castilian and Leonese society aware of the need to work together with the same objective.

Novadays' Contribution

Novadays' contribution has materialized through technical assistance to the Junta de Castilla y León, the regional government, to design and implement policies aimed at attracting and retaining talent.

Novadays proposed to the Junta de Castilla y León the development of the Strategy in three different but complementary instruments:

  • On the one hand, a descriptive document of objectives and high-level lines of action, capable of generating consensus around it and setting objectives that any public or private entity in the territory could share. A long-term strategy that, based on the diagnosis, would establish the path to be followed by all stakeholders.
  • Together with it, an Action Plan of the Junta de Castilla y León, which develops the programs and actions, the specific commitments assumed by all the departments and entities that make up the Government of Castilla y León.
  • And, finally, an Alliance for Talent, to which the rest of the public and private entities that interact in the territory could adhere.

Along with all the necessary studies, Novadays carried out -under the direction of the General Directorate of Economy and Competitiveness of the Board- an extensive program of participatory activities, interacting both with other departments of the Board and with civil society actors, especially universities and business clusters and associations of the territory.

In addition, a major public marketing program was designed from a Strategic Communication Plan and implemented, accompanying the launch of the strategy.

Impact and Results Obtained

  • Launch of the Talent Strategy 2031.
  • Preparation and launching of the Integrated Action Plan for Talent of the Junta de Castilla y León 2024-2027..
  • Presentation and launching of the Alliance for Talent.
  • The creation of the TalentoCYL Platform, a platform to register on-line and participate in the Talent 2030 Strategy.
  • The presentation of the entire strategy in a face-to-face event in each of the provincial capitals.
  • The creation of communication channels and communication materials for the Strategy during the first six months.
  • The production of several videos for the launching of the Plan's dissemination and disclosure.
