The Government of Zaragoza approves the technical project and the preliminary draft of the Low Emission Zone Ordinance (ZBE), which should be fully operational by 2026.

The Government of Zaragoza has approved today the preliminary draft of the Ordinance of the Low Emission Zone of Zaragoza (ZBE), as well as the Technical Project of such Zone. As usual, a Public Information process will now be opened for 30 calendar days to, subsequently, study the allegations and particular votes of the municipal groups that could be presented. The objective is that the Ordinance and the Project will be approved in the July Plenary Session. Zaragoza's Low Emission Zone must be operational, according to state regulations, by January 2026.

As explained in the preamble of the Ordinance, Law 7/2021, of May 20, on Climate Change and Energy Transition imposes on municipalities with more than 50,000 inhabitants the adoption of "sustainable urban mobility plans, which must introduce mitigation measures to reduce emissions derived from mobility including at least the establishment of low emission zones", also applicable to municipalities with more than 20.000 inhabitants when the limit values of pollutants regulated in Royal Decree 102/2011, of January 28, on the Improvement of Air Quality are exceeded.
