Innovation and Science policy consultancy


Innovation and science policies, technology policy or R & D policies are one of the four main areas of specialization in Novadays. Our consultants and researchers accumulate a more than important experience working for the main players of the Spanish system of science-technology-company, being habitual advisers of the main public organisms of the system, like the General Secretariat of R + D + I of the Ministry of Economy and Competitiveness, the Spanish Foundation for Science and Technology (FECYT), the Centre for Technological and Industrial Development (CDTI) or the higher Centre for Scientific Research (CSIC).

Novadays experts advise these and other agencies with competences on innovation policies throughout the cycle of innovation policy management, adapting to the needs of each of them at all times.

Our history with innovation and science policies


Years 90: Pioneers in Spain

Novadays's scientific policy team is one of the pioneers in this field in Spain. He began his work in the year 1998, with the Evaluation of the ATYCA Programme of the then Ministry of Industry.

2000-2010: Strengthening of the National R & D System

At the beginning of the 21st century, we face important challenges within the R & D system. The creation of new institutions, such as the Spanish Foundation for Science and Technology (FECYT) required us to carry out analyses (such as benchmarking of national science foundations or the Map of R & D system agents and its functions) and of the first FECYT Strategic Planwhich established what would become this institution in the System over the next decade. Within the framework of our work on R&D&I programmes, the following stood out Evaluation of the PROFIT program, in its different areas, for four years in a row and the proposal for improvements to that programme year after year.

During these years, we also faced the realisation of several Sectoral technological plansThe two for the Railway Sector, the Road Transport Sector, and two for the Road Transport Sector. Among all of them, we can highlight the Study of the scientific and technological policies of the aerospace Sector, commissioned by the National Institute of Aerospace Technology (INTA) and that allowed us to study for almost two years the best practices of scientific policy in this sector, throughout the world.

During the second five years of the first decade of the 21st century, we were fortunate to face important challenges such as new regional and national Programme Evaluations, new Technological Plans (for the Logistics Sector -two- and for Passenger Transport). We supported the Ministry in the Comparative Study of Researchers' Careers in over 14 countries for career enhancement through the new Law of Science.

2010-2016: The expansion of the R & D system

Over the last few years we have worked with the traditional agents of the R&D&I system, such as the MINECO, the FECYT or the CDTI in carrying out studies, the Evaluation of the program of national strategic consortiums of Technological innovation (CENIT), the launch of Fundraising for sciencethe Management of major projects for the CSIC in energy cropsetc.

In addition, we have supported other organisations in their incorporation into the national R&D&I system, as is the case with the Directorate-General of Traffic (DGT)The Ministry of the Interior, with the creation of its Research Coordination Unit, the elaboration of its first Research Plan and the development of its first Order of Bases and call for research projects.

In recent years, our main contribution to the national R&D&I system has been the importation of innovative procurement models to Spain, through the Precommercial Public Purchase and the Public purchase of innovative technology.
